Two stage international architectural competition for the design concept of Polytechnic Museum reconstruction 6 2. General information
The Polytechnic Museum in Moscow is one of the oldest museums in the world and the largest technical museum in Russia. The modernization project that began in 2010 aims at creating a new museum and education centre with advanced museum technologies showcasing achievements in science and technology. As part of the modernization process, the existing historical building of the Polytechnic Museum at Novaya Ploshad needs to be restored and reconstructed to suit the demands of modern museum activity. As per the ’Concept-plan of a science museum’ approved in 2011, the existing historical building will be closed for reconstruction at the end of 2012. It is scheduled to be reopened in 2018. The museum is projected to become a modern scientific, cultural and educational centre offering programs to the general public and it focuses on the innovative component of development of science and technologies. The goal of the museum is creative interpretation of global processes of scientific and technical development and a modern curatorial dissemination of this information to a diverse set of visitors. Reinterpreting the existing exposition along with fascinating educational programs is the foundation for this future museum. Goals of modernization of the Polytechnic Museum:
· To create one of the best museums of science and technology in the world; To create a museum with an aim to generate public interest in science and technology and which serves as a platform of science development in Russia; · To implement an approach that is focused on interests and inquiries of visitors; · To develop principles of organization of the museum, creation of expositions, curation of collections educational activities and vocational training that act as the catalyst for change and reevaluation of the museum typology in Russia and, in science and technical museums in particular; · To enrich the cultural and educational environment in Moscow. In 2011, Event Communications Ltd. developed a strategy called ‘Concept-plan of a science museum’ for the project ‘modernization of the Polytechnic Museum’. The preliminary budget for reconstruction of the museum building and reinterpretation of the exposition according to this Concept-plan will be 9 678 million rub. (242 million EUR). Project information
The objective of the competition is to choose the best architectural concept and to find the architectural company that will develop the design documentation on reconstruction of the building of the Polytechnic Museum together with the General architect (a local architect). The finalist of the competition will have to develop the architectural concept considering the restrictions related to the architecture of a historical building. Design of the museum exposition is not included into this architectural competition and
may be a subject of a separate competition. Objective of the competition

Type of competition
Two stage international architectural competition for the design concept of Polytechnic Museum reconstruction 7 finalists. The foundation for organization of the competition is the Order of the Ministry of Culture of the Russian Federation No. 417 dated 28.04.2011. The competition is held with financial assistance provided by Trustees of the Polytechnic Museum. Legal grounds
The building of the Polytechnic Museum is situated in Moscow centre at the address: Novaya ploshad, 3/4. Total area of the Object is 39 870 sq.m. Object
The museum of applied sciences in Moscow (presently the Polytechnic Museum). It is the first central general educational technical museum in the country, and it was opened to visitors for the first time on November 30, 1872. Construction of the building was carried out in several stages. The central part of the museum building was built in 1877 by the architect I.A. Monigetti. The southern wing of the Polytechnic Museum was built by the architect N.A. Shokhin in 1883 (architect A.E. Weber supervised the construction with the assistance of architect I.P. Mashkov). In 1896 the southern wing of the museum was finished. The northern part was constructed in 1903-1907 by the architect V.I. Eramishantsev together with V.V. Voeikov. The construction of the entire building took 30 years. Today, the Polytechnic Museum is an object of cultural heritage (historical and cultural landmark). The assessment of projects presented for the competition is carried out by the Expert panel according to the Competition regulations and the Technical requirements of the competition. The Expert panel consists of leading experts in architecture, design, restoration and museum management. Members of the Expert panel of the competition rate the architectural concepts that are submitted by the finalists with a predefined point based system and provide this Expert panel of the competition

The point based system will be defined in advance. Expert panel of the competition: · Checks architectural concepts for conformity of their contents to requirements of the competition documentation, applied norms and rules established in Russia. · Assesses architectural concepts and draws up results of the analysis in the form of a written review (reviews reflect all opinions) including individual. Reviews are signed by all members of the Expert panel. · Submits written reviews to the executive secretary of the competition. Executive secretary transfers results of the analysis of the Expert panel into a table and submits it to the Board of Trustees of the Polytechnic Museum. Experts are independent in their opinions and have no right to participate in the

The Board of Trustees of the Polytechnic Museum chooses the best architectural concept and defines the winner of the competition. Decision-making on the winner of the competition takes place at a meeting of the Board of Trustees of the Polytechnic Museum. The Board of Trustees is presented with the report of the chairman of the Expert panel of the competition on conformity of the submitted materials for competition, and also on results of the assessment of competitive projects by the Expert panel of the competition. After and all-round discussion the Board of Trustees makes the decision on definition of the winner of the competition. The winner is defined by open vote, with simple majority of votes. 4. First stage of the competition. Open qualification selection
Qualification selection is realized on the basis of applications from participants of the competition. For participation in the first stage of the competition the company interested in participation in competition sends to the organizer of the competition 'Notice on interest in competition participation' and all necessary materials required for the first stage in electronic format to the address: info@pmfound.org. Simultaneously the company-applicant sends with express mail to the executive secretary of the competition 'Notice on interest' and the list of the materials directed in electronic format. 'Notice on interest' is considered accepted from the moment of its reception by e-mail, the executive secretary of the competition notifies the applicant on reception of 'Notice on interest' by e-mail. 'Notice on interest in participation', accepted by the executive secretary of the competition within the stated time, and materials, required at the first stage of the competition, are considered to be application of the company for participation in competition. Any company-applicant has the right to submit only one 'Notice on interest in
participation in competition.' Procedure of the first stage of the competition
On the basis of applications received at the first stage of the competition, members of the jury of the competition choose by voting for no more than 4 (four) finalists for participation in the second stage of the competition. While selecting finalists every member of the jury can vote for no more than 4 (four) candidates and no less than two. In case of equally divided votes, votes of Co-
chairmen of the jury are casting votes. During their work, members of the jury of the competition are guided by principles of Finalists selection principle Two stage international architectural competition for the design concept of Polytechnic Museum reconstruction 12 professionalism, independence of opinions and objectivity. Qualification selection will be carried out on the basis of the following requirements to participants of the competition: Professional requirements:
· At least one realised project of museum/exhibition centre with the area of not less than 5 000 sq.m. The project is to have been realized (to be in the realization stage) within the last five years, possessing the key indicators, quality and complexity of design solutions similar to those of the object. or · At least two realized projects of cultural purpose with the area of not less than 10 000 sq.m. The project is to have been realized within the last five years, possessing complexity and required degree of quality of architectural and design solutions, similar to those of the object. Priority shall be given to companies with: · Experience in restoration/reconstruction of objects of cultural heritage; · Experience in realization of projects that have won international architectural competitions; · Realized projects that have received international professional awards Requirements to company resources: ·
Company has its own team of architects, managers and experts who can provide design documentation and architectural supervision of the subsequent realization of the project. Financial requirements: · Participant of qualification selection shall not be in the process of liquidation, it shall not be a defendant in an active bankruptcy lawsuit. ·
There shall not be any arrest imposed on the property of the participant of the qualification selection and (or) its economic activities suspended. ·
Participant of qualification selection shall have no unexecuted obligations on payment of taxes, dues and payments to budgets of all levels and off-budget funds. Letter (in free form) from the company-applicant stating absence of obligations on payment of taxes, dues and payments to budgets of all levels and off-budget funds. 4. Information on experience: List of realized museum/exhibition complexes; List of objects of cultural purpose and/or any other functional purpose of similar complexity; Information on projects shall contain: Name of object; Project purpose; Client information; Address of the object; Year of realization; Budget of realization of the project; Basic indicators of the project; Visual materials; Project development stages in which the company participated; Materials shall be presented in a uniform document in volume of no more than 30 A4 pages in pdf format. Maximum file size - no more than 10 Mb. Deadline for submission of documents (materials) of the first stage of the competition
– June 23, 2011. Materials submittion deadline All companies that have made an application on participation in competition will be informed on results of the qualification selection. Names of the companies that have not passed the qualification selection shall not be announced by the organizer of the competition for confidentiality protection. All documents supplied by the companies to the organizer of the competition are considered gratuitously transferred to the possession the organizer from the moment of sending of such documents. Companies have no right to demand from the organizer of the competition return of corresponding documents or reimbursement for their preparation and transfer of such documents. 5. The second sta
g
e of the competition. Competition architectural concepts
A
ssessment of architectural concepts submitted for the second stage of the competition is carried out by the Expert panel according to this document and Technical requirements of the competition. After analysis and discussion the Expert panel makes a written summary review for each architectural concept submitted for competition. The written review is passed to the Board of Trustees of the Polytechnic Museum and is recommendatory. The Expert panel assesses the projects submitted for competition in points according to criteria defined in advance. Assessment procedure Two stage international architectural competition for the design concept of Polytechnic Museum reconstruction 14 As a result of assessment, according to the score gained by each of the participants, the Expert panel forms a rating of architectural concepts. · Special attention at consideration and assessment of architectural concepts shall be given: To conformity of the project to requirements of the competition documentation; · To conformity to the Concept-plan of a science museum developed by Event Communications Ltd; · To functional qualities of the project; · To innovative character the project; · To consideration for the cultural heritage. Criteria of assessment of architectural concepts: Criteria of assessment are not listed according the degree of importance. Additional criteria can be included in the list in the course of discussion of submitted projects by the Expert panel and the Board of Trustees. · Conformity of competition project to subject, purposes and conditions of the competition; · Rational and effective use of existing planning system of the building in order to place a museum complex in a building that is cultural heritage object; · Conceptual solution – creation of unique and remarkable architectural image and innovative character of design solutions; · Development of the submitted project with regard to subjects of protection and restrictions on use of building that is cultural heritage object; · Conformity to the declared volumes of construction; · Quality of architectural and planning solutions; · Creation of optimal comfortable conditions for visitors and staff; · Feasibility of the submitted project from the point of view of existing technologies and possibility of their application; · Efficiency of the submitted project from the point of view of expenses for construction, subsequent operation and management of the object; · Basic conformity of the project to requirements of norms and regulations adopted in the Russian Federation; · Ecological compatibility of the design solution; All participants of the second stage of the competition that submitted materials on time and according to requirements of the competition documentation, shall be receive a reward of 30 000 (thirty thousand) EUR. VAT is not included. Expenses related to payment of the VAT to the budget of Russian Federation are carried out by the organizer of the competition. Organizer of the competition shall compensate the finalists of the competition for the cost of travel expenses for participation of two representatives of the participant of the competition in the introductory seminar in Moscow, the Russian Federation. Any other expenses shall not be compensated. Rewards Two stage international architectural competition for the design concept of Polytechnic Museum reconstruction 15 Reward shall be paid to participants of the competition not later than 1 (one) month after the announcement of results of the competition. The competition organizer will award the commission for further architectural services to the winner of the competition, for realization of the design documentation. The amount of work under the contract includes services ranging from the preliminary design up to the building permit application-related design plus design supervision so that the final constructed object meets the quality that is suggested in the prize-
winning design. The organizer reserves the right not to realize the whole project or its part. The organizer concludes the contract with the winner of the competition on conditions that assume co-operation of the winner of the competition with the General architect (a local architect). Cost and terms of development of the design documentation of the competition are brought to notice of finalists of the competition and regulated by the contract on development of the architectural concept under the second stage of the competition. Project commissioning All materials submitted for competition become the property of the organizer of the competition. Copyright to the design solutions presented in competition projects is protected by norms of the Russian legislation and international legal acts. The organizer has the right to use for further realization the architectural concept (the competition project), with the author of which a contract for further designing had been concluded. Organizer of the competition has the right to demand, from the winner of the competition, modifications to the design solutions reflected in the architectural concept. The organizer also has the right to introduce changes to the completed building and to carry out reconstruction of the object in the future. The organizer has the right to use separate solutions offered by other participants of the competition with their express consent. The organizer has the right for the first publication of design offers and has the right to carry out such publication without payment of extra fees to participants of the competition. All developed documentation can be used only for the purposes of the competition. Any other use demands the written approval of the organizer of the competition and developers of the competition offer. Competition documentation Complete Competition documentation will be presented to finalists of the competition before the second stage of the competition. Technical Requirements of the competition is developed on the basis of the ‘Concept-plan of a science museum’, made by Event Communications Ltd by the order of the Polytechnic Museum and Polytechnic Museum development foundation and approved by the order of the Ministry of culture of the RF No. 417 dated April, 28, 2011. Short description of the concept, its conformity to objectives and purposes of the competition. The text shall be no longer than 10 A4 sheets. 12. Document confirming that the submitted architectural concept is developed by the finalist of the competition (authorship declaration). Scale model is not required. All plans and drawings shall be submitted in pdf or jpeg format, and also in format DXF, DWG or MCD on DVD, CD-ROM or other carriers compatible with PC or Macintosh. Materials shall be submitted on 7 (seven) sheets of A0 format. Sheets shall be made of light materials. Presentation composition is vertical. Small-scale copies.
For preliminary assessment of architectural concepts (competition projects), all graphic materials shall be presented in small-scale copies (A2 format) in paper version and in pdf format (the maximum file size of one worksheet is 2 Mb). Submission format 8. Order of events and deadlines

Complete set of the design documentation developed by the winner of the competition
in coordination with the General architect (local architect), chosen according to the
procedure of the state purchases. The documentation contains architectural, town-planning and other solutions in volume
and structure required by the legislation and subordinate acts of the Russian
Federation and the city of Moscow, necessary for positive resolution of the State
expert appraisal, and issue of the building permit application for the object by
authorized governmental agency. The permits and licenses are the responsibility of the
General architect (local architect) but the winner of the competition has to supply
relevant information to the General architect (local architect) for the same in a timely
