History of the SME Development

Definition of SME appeared on July 18, 1991
when the criteria, general provisions and
regulations for the small and medium
enterprises were defined in the Resolution
No.466
of
the
Russian
Federation
Government.
пЃ·
SME
is
characterized
by
dynamic
development. 1997 was a turning point in the
Komi Republic development. That year the
employment in the private sector exceeded
that of in the public sector.

According to the Federal Law dated June 14, 1995
No.88-FZ, Small and Medium Enterprises are:
пЃ·
Commercial organizations where the share of the
Federal and Regional government, nongovernmental and religious organizations, charity
and other funds does not exceed 25% of their
registered capital; where the share owned by one
or several legal entities which are not considered
to be SME does not exceed 25% and where the
average employment for the reported period does
not exceed: in industry, construction and
transport – 100 employees, in agriculture,
scientific and technical sectors – 60 employees,
in wholesale trade - 50 employees, in retail trade
and customer services – 30 employees, in other
enterprises - 50 employees.

Dynamics of quantity of
small and medium enterprises

The
period
prior
to
year
1998
was
characterized by rapid growth of amount of
small and medium enterprises. Later, the
number of SME stabilized. SME have formed a
stable sector of the Komi economy.
пЃ·
While the amount of the SME is decreasing, the
number of people ready to open own business
is increasing.
пЃ·
Average SME employs 14 people. Each private
entrepreneur (not registered as a legal entity)
employs 1-5 workers in average.

entrepreneurs.

More than 40 thousand people, employed in small scale

It makes one fifth of the total labor force of the Komi
Republic.

level of employment of the most active part of
population of the Komi Republic.

social development.

connected with the middle class development

guarantees
social
and
political stability of the society.

Role of SME in economic development

Private
businesses
ensure
economic
growth of the Komi Republic. SME activities
have great influence on the quality change
of the economy on the whole, and its
structural changes in particular.

Non-production
sector
of
the
Komi
economy is being developed mostly by SNE.
SME success ensures growing stability of
economy.
Hence,
future
economic
development of the Komi Republic is also
closely connected with SME development.

SMEs play important role in development of
non-production sector of the Komi economy

Nearly 70% of private entrepreneurs and 40%
of registered small and medium enterprises
are concentrated in commerce and public
catering.
пЃ·
They contribute more than 3/4 to regional
turnover in retail trade and almost 2/3 to the
customer services in the Komi Republic.
пЃ·
Komi SME provided paid services for US$ 53
million, turnover in retail trade was estimated
at US$ 816 million in January-September,
2003.
