What do I do?
В®
•I am responsible for the change management of over 300 Post Offices
in Dorset, Wilts, IOW and Hants.
•I am the contact within Post Office Ltd if a subpostmaster wishes to
resign and premises are no longer available. Also if an agent wishes to
update or move their branch.
•I actively seek solutions to branch closures and my team in the South
West in 09/10 had 31 closures but reopened 37.
•I work very closely with Parish and District Councillors, MP’s, Village
Hall Committees, Charitable organisations to ensure that the provision of
Post Office services in rural communities is maintained.
•They in turn link in with the Plunkett Foundation, Lottery Council,
Regional and National Funding Bodies.

Past
•The Post Office is part of Royal Mail Group and is wholly owned by the
government.
•In 2005 Post Office Ltd was losing £4million per week.
• Customer visits were declining; traditional reasons for going into a Post Office
were ebbing away and competitive pressures such as Internet Banking and
Financial Services were increasing.
•In 2006 the Government launched a public consultation on a network change
programme outlining it’s proposals for the future and structure of the Post
Office Network. The aim was to reduce costs, and make the remaining branches
in the network more sustainable.
•2500 Post Office outlets both rural and urban were closed nationally. 500
replaced by Outreach solutions.
• The Programme met its objectives – but there were still challenges going
forward

•Locally Operated - Over 11,000 of these are subpost offices, owner operated by local people in
their local communities
•IT Connected – A secure IT network, linking every
office to central (and Client) systems. The roll out
in 2010 was the largest IT project in Europe.

handling / distribution network and at the heart of
the mails network.

What is Outreach?
•A service operated by an existing subpostmaster.
•Hosted in a village hall, pub, church, village shop or community centre.
•Mobile Post Office Vans in very rural locations.
•Open for a set number of hours and sessions.
•Offers a comprehensive service when there has been a Post Office
closure

Community Shops
• POL has an increasingly flexible range of how to provide services in
rural areas – e.g. Outreach and PO Local
• There are already more than 100 Post Offices that are situated in
community shops e.g. Hindon near Salisbury and Motcombe near
Gillingham.
• POL has a field force which liaises with community shop operators in
these circumstances.
• The emphasis is on a practical and mutually beneficial approach.
•However – the Post Office is not a subsidising body for community
shops. The service must stand alone and generate an income in its own
right.
•Greenfield sites would not usually be considered.

Post Office Local
•In the last 2 years POL has been conducting a trial of a new operating
model called Post Office Local for providing services.
•There are over 50 now open with 12 in the SW. Great Woodley in
Romsey will open on 25/11/10.
•The concept is designed to offer a service which best fits a changing
customer base.
•The service offers longer opening hours, open plan working, and a
streamlined product range for the customer.
•For the retailer it offers flexibility of staffing, low cost operating, less
paperwork, additional footfall and increased retail sales.
•Over the next 4 years around 2000 small post offices will transfer to
the local model either onsite or in alternative premises.

Future
• At the end of October 2010 the government announced £1.34 billion of
funding over the next five years to maintain and modernise the Post
Office Network.
•This funding will secure the long term future of the Post Office and
ensure that there is no new closure programme. However this does not
mean that there will be a reopening programme of branches closed
through NC.
•It will allow the Post Office to invest, improve its offer and win new
business. It will put the network on a stronger and more sustainable
footing.
•There are plans to establish the Post Office as the front office of
government e.g. payout services and local authority initiatives. This is
being trialled in the South East as a school uniform grant payout.

Future
•There are plans to grow financial services through the partnership with
Bank Of Ireland including launching a children’s saving account.
• An agreement with RBS inc NatWest, to provide access to current
accounts at Post Offices. Meaning 80% of all UK current account holders
will have access at Post Office Outlets
• The exploration of opportunities for mutualisation that would look at
new ways for subpostmasters and communities to be involved in the
ownership and running of the Post Office. There will be a consultation
period next year and planned launch in 2015.
• Making greater use of newer Post Office formats such as PO local and
Outreach seeking solutions to Post Office closures in the rural network.

Summary
• The Post Office is unique, it is the fabric of the country and offers
around 170 products and services. Post Offices are valued and are the
focal point for many communities.
• The government has recognised the importance of the Post Office and
the financial commitment it has made should secure the network for
many years to come.
• This is an ongoing programme which will mean the Post Office becomes
more commercial and competitive.
• The Post Office will seek to gain and retain new business and to
refresh its network and the products it offers.
• We will still maintain a strong relationship with our subpostmasters,
stakeholders and clients.
