Introduction: What is NECAP?
 The New England Common Assessment Program is the result of
a collaboration among New Hampshire, Rhode Island, Vermont
and Maine to build a set of assessments for grades 3-8 and 11 in
order to meet the requirements of No Child Left Behind.
• NECAP assesses reading and math in grades 3-8 and 11, writing
in grades 5, 8, and 11, and science in grades 4, 8 & 11.

What does NECAP measure?
NECAP test items are aligned to the Vermont Grade Expectations and
are designed to measure student performance in the following

Consistent Curriculum
• Pre-K-12: vertical alignment and nonnegotiables at each grade level

Data Collection and Application
– Move beyond the current annual comprehensive
assessment
– District goal: develop comprehensive data collection
system (diagnostic tools, formative and common
assessments at the local level)
• Assessments are being developed or have been piloted.
• Training on developing assessments
– Interventions systems based on data – revamp MTSS/EST
• Staffings based on academic performance
• New schedule with dedicated daily time for intervention,
extension across the school
