psychological security, guarantee to observe the
rights of a child for the individual development
Comparative educational standards, their analysis
and conclusions (PISA 2002, 2004, 2006)
Overall objective:
The Purpose of the project is to
improve the organization of the
educational process through the
development of models that
guarantee conditions conducive to
learning and individual development
of each child.
Purpose of the project:
To develop the system of the
management of the conditions of the
educational process at a secondary
school, that will provide rights and
guarantees to all the participants. To
build a practical model of the school
environment of collaboration between
students, teachers and parents ?Safe
Specific objectives
1. To
study the existing conditions and
practices relating to student welfare
issues, including a study of the best
Finnish and other Russian regions?
practices and specification how these can
be adopted to the local circumstances.
Outcome: - a model for continuous monitoring and
evaluation of the quality of student welfare services
-introduction of the necessary norms and standards for the
organization of the educational process and educational
environment in the municipal and regional legislation in order
to guarantee safe conditions for the individual child?s

1.Expert technical tasks to study and project the directions of
the models (December, 2008)
2. Study in pilot schools (January ? April, 2009)
3. Projecting of the models (May, 2009). Seminar
4.Development of the varied project models (October, 2009) .
Study visit of the pilots to Finland
5.Implementation of the main directions of project models in
pilot schools: expert consulting, support, trainings and
workshops on the local models (through May, 2009)
6. Reports of the pilot schools, first draft of the publication
(October, 2010)
7. Publication of the project materials, legal initiatives and
