The European Commission is calling for applications from individuals and organisations to compile a database of
independent experts who may be called on to assist it with tasks connected with programmes in the Area of freedom,
security and justice policy area.
3.
Persons wishing to be included on the list of experts are invited to submit their application in line with the provisions in this
notice. The experts will be able to assist the Commission with the following activities:
I. evaluation of the proposals submitted as part of a call for proposals, in accordance with programme policies and
objectives in the field of justice, freedom and security as well as the criteria published in specific calls for proposals and
evaluation of associated information packages.
II. Monitoring and evaluation of completed or ongoing activities/projects under the programmes concerned.
III. Activities as required in the field of justice, freedom and security, especially participating in conferences, organising
seminars, promoting certain programmes and other evaluation activities.
IV. Methodological support, risk analysis, drawing up of procedures to manage the projects/activities of the programmes
concerned.
V. Analysis, improvement and circulation of good practices concerning management systems in the Member States as
part of shared management actions in the field of justice, freedom and security (only for priority fields 1 to 4 defined in
point 4).
The authorising department will include on the list all those applications meeting the criteria in points 5 and 6.
Each time there is a need for an activity related to programmes in the fields of justice, freedom and security, the
authorising department will invite all candidates included on the list, or just some of them, based on objective and nondiscriminatory selection criteria specific to the evaluation concerned.

By issuing this call for applications to compile a list of experts the Commission is seeking the services of experts in the
following priority fields:
management of the general solidarity and management of migration flows programme:

(1) European refugee fund;
(2) European external borders fund;
(3) European return fund;
(4) European fund for the integration of third-country nationals;
management of the general fundamental rights and justice programme:

(5) civil justice;
(6) criminal justice;

(7) prevent drug consumption and inform the public;
(8) combat violence (DaphnГ©);
(9) fundamental rights and citizenship;
(10) protection of personal data;
management of the general security and freedom protection programme:

(11) prevent and combat criminality;
(12) prevention, preparation and management of the consequences in respect of terrorism and other security related
risks.
A list of experts will be compiled for each field. Experts can apply for 1 or more fields.
5.
Natural persons and legal entities may apply.
Organisations with knowledge and a marked interest in the aforementioned fields are strongly encouraged to propose the
experts they wish to recommend.
Potential experts must have the skills and knowledge required in the sectors of activity where their advice could be sought
and have the necessary language skills.
Furthermore, said experts must:
(a) have as a minimum a university degree enabling them to undertake post-graduate studies or, exceptionally, prove that
they have equivalent professional experience in the chosen field;
(b) have at least 7 years' professional experience or have worked in research work for at least 7 years (since obtaining
their university degree), in a position relevant to the chosen field;
(c) be proficient in at least 1 of the working languages of the European Commission (English, French and German) and
have a good knowledge of 1 or more of the other official European Union languages.
6.
Experts or organisations will be excluded from participating in this call for expressions of interest if they:
(a) are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement
with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any
analogous situation arising from a similar procedure under national laws or regulations;
(b) have been convicted of an offence concerning their professional conduct by a judgment which has the force of res
judicata;
(c) are guilty of grave professional misconduct proven by any means which the contracting authority can justify;
(d) have not fulfilled their obligations regarding the payment of social-security contributions or taxes in accordance with
legal provisions in their country of residence, or those of the country of the contracting authority or those of the country in
which the contract is to be carried out;
(e) have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal
organisation or any other illegal activity detrimental to the Communities' financial interests;
(f) are currently subject to an administrative penalty referred to in Article 96(1) of Council Regulation (EC, Euratom) No
1995/2006 of 13.12.2006 amending Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to
the general budget of the European Communities.

The contracts will be standard service contracts paid for on the basis of a daily scale of EUR 450. Travel and subsistence
expenses will be reimbursed in accordance with the Commission's standard provisions. As a general rule, the cumulative
length of the contracts cannot exceed 50 days/year per expert.

The proposals will mainly be evaluated in Brussels. Where the other activities will be carried out will depend on the tasks
and the conditions in which said tasks will be performed.
9.
To ensure independence in proposal evaluation and project monitoring, and in performing other tasks, where appropriate,
the designated independent experts must sign a declaration by which they certify that they are not in a situation of
conflict of interests at the time of their nomination and undertake to advise the Commission of any conflict of interests
that may arise during their assignment. Throughout their work, they must show the ethical rigour required and respect the
confidentiality of information and documents in their knowledge.

Applications are to be sent to the following postal address: European Commission, Justice, Freedom and Security (JFS)
DG, Unit A4, LX46 0/47, B-1049 Bruxelles.
The following must be marked on the envelopes: 'AMI Experts — JLS 2007 — Unité A4'.
Applications can only be submitted using the application form available online at the following Internet site:
http://ec.europa.eu/justice_home/funding/tenders/funding_interest_en.htm.
The Commission would seek to receive applications very quickly so that the database of independent experts can be
used without delay, especially for its initial proposal evaluation sessions.
The list compiled as a result of this call for applications will remain valid for a maximum of 3 years from the date of
dispatch of this notice to the Office for Official Publications of the European Union. Interested parties may apply at any
time during the list's validity period, except for the last 3 months thereof.

The Commission will ensure that experts selected for the list are called on in a balanced manner and that there will be a
correct rotation of experts. It will take account of the experts' geographical origin and their professional experience and
other capacities, including their language skills. The European Community has the task of promoting equality between
men and women and will endeavour, in all its activities, to eliminate inequality between the sexes. In this regard, women
are especially encouraged to participate in responding to the call for expressions of interest to give as balanced a list as
possible.

Personal data collected under this call will be handled in accordance with the provisions in Regulation (EC) No 45/2001 of
the European Parliament and of the Council of 18.12.2000 on the protection of individuals with regard to the processing of
personal data by the Community institutions and bodies and on the free movement of such data.
